Mayor Dooley called the meeting to order at 7:00 p.m. One observer from 13B Cole’s Road.

The Accounts Payables were presented for discussion and approval, totaling $68,223.08.
Councillor Moores declared a conflict of interest position for bill #26 as per the Municipalities Act 1999, Section 207 (1-d) leaving the chamber at 7:15 p.m.

Be it resolved to accept the Town Clerk Manager’s Report, Nov. 27 – Dec. 15, 2017 as presented.

Questions: 1. VVFD requesting clarification/definition of heavy snowfall; discussed and left to the discretion of the Working Foreman. 
2. Continued development of ATV/Bike Trail on Reid Railway Track east-end of Victoria without Council permission. Contact was made with Mr. D. Harrison, Fisheries & Land Resources, who advised no cutting permits are registered and fines can be issued. Mayor Dooley stated he requested the committee to stop cutting until another meeting takes place. Mayor Dooley will set date/time for next meeting early in the New Year.

NEW BUSINESS
Residential concerns from several residents from the east end of Victoria regarding the development of an ATV trail using the old railway track without Council approval, cutting permits or property owner’s knowledge; previously addressed in meeting.

The remaining items on the agenda were of a confidential nature and recommended to call a privileged meeting, with the public dismissed for discussion.

Councillor Moores declared a conflict of interest position relating to the Municipal Budget 2018, as per the Municipalities Act 1999, Section 207 (1-d) leaving the chamber at 9:45p.m.

Be it resolved to accept and adopt the balanced 2018 Municipal Budget as presented by the Finance Committee.

Hiring Committee Review/Recommendation for Part-Time Seasonal Heavy Equipment Operator position as staff replacement for retiring employee #1003. In-depth discussion took place by all in attendance.

Be it resolved to approve the Hiring Committee’s recommendation of selecting Mr. J. Omiachi as the best candidate for the stated position, with a work orientation starting Jan 2, 2018 and ending Jan 12, 2018. Favour 6; Opposed 0; Carried
